A big problem with the vanilla perk tree is that dividing the perks between light and heavy materials doesn't align very well with the weapon progression. Your question is a subjective one, and there is not an objective 'best' perk overhaul. The trees themselves are pretty minimalist, but unless you grind hard or use certain builds, you'll be starved for perks and always need to make choices between useful perks up until endgame. And for those who desire more perks, Requiem-Destiny (for Requiem 1.9.4 only) is good.
